Try setting the "Command Rate" to 1T.

How are you benching this rig to check if the changes help or hinder?

I haven't benched it, what program do you recommend I use? also I've changed the command rate to 1T and it hasn't froze I shouldn't mess with any of the subtimings settings?

Also are there any programs that allow you to change voltages for your ram?

I believe that voltage options must be enabled through the BIOS, and yours certainly lacks this feature.
Motherboards that possess all the bells and whistles ( voltage adjustments being one), will also require more power connections from the PSU- all that current has to come from somewhere.
Everest Home Edition has memory read/write and latency tests that are a reasonable indication of your progress.
Memtest is the standard stability test.

If I may ask...what the hell are you doing?
Hotrodding a prebuilt is sheer masochism.

    Please don't.
A large part of what makes your PC "pretty decent" is it's stability and reliability- the very two things you're about to compromise in favor of a little performance boost.
Go ahead, add more RAM, but don't sweat the timing.
The jolt you'll get will be from size, not speed, that's all.

In a perfect world, you'd be able to leave the HP as is and build a separate play toy but that is apparently not an option.
It seems you've already replaced some of the original parts anyway so just swapping out motherboards would be your best bet.
Get a DFI Expert and go nuts.

Over time I got sick of HP's utter stupidity as far as their stock hardware went so it just had to be changed. As far as getting another mobo goes, that will come along way down the road, as I don't plan on doing anything else with this thing for now. If you saw a picture of the inside of my case you'd be like "What in the fuck..." everything's crammed big time and I seriously doubt the airflow is adequate in it... anyways here's a benchmark shot:

I cant get any of these features in the bios, so I have to do it the "soft" way. I'm not in any mood to haggle the folks to get more crap for this comp.
