They are not whinging.

I remember putting in for a free sample on the internet and the guy called to make sure my request was real cuz he was getting orders from the UK and such and he was in the States.

It can still be free but not for everyone. Many times there are free offers but only for targeted group. If they advertised to their target group but then someone makes the advertise national (or international) then all those people are not in the target group so they can politely fuck-off.

Free allows one to deconstruct a counter-intuitive vacuum which the world is still redefining calculations often seen as inventions of the fear.
