I really don't know if the registration is open, but i try the signup and i got:
404 Error Message so i think it's don't open...

One that I got by registration there a few weeks ago, the other one yesterday by trade
Lots of people are offering at the moment fresh account on Snowtigers so it's not difficult to imagine that you can register as well. You just need a bit of luck or a good script
