I don't know what you call this type of music... open-source? I'm not looking for non-RIAA music like indie-torrents. I wan't music that could be used for anything without having to pay royalties/lawsuits. Thanks!

Not a torrent, but try www.archive.org
Lots of free music that is legal to download - both studio albums and live shows.

Check out http://bt.etree.org/, it has torrents for groups that have given permission to share their music. It's mostly live shows, though.
