According to his profile he's in the same time zone as the UK. Off-hand I can't think of anywhere in that time zone that uses such different characters.

Either;

First off, we dont know wtf is his problem, help him do what?
Second, theres nothing wrong with the letters. he's using character map to paste those symbols thats found only in xp.
