turning off DHT was a good idea. Now I have at least a steady DL. Although the rate is still between 10 and 20 kB/s.
Already did everything else that has been suggested.
Thanks so far. Any other idea on how to increase speed?

you have to set up your utorrent sped limit manually, because it's automatically takes all the seed required...that is how it is set up...got to utorrent.com to see more info
