why can't I enter a password for the vns server?

You don't need to. The password was set up when you installed, now when you start vncviewer it will ask for the password. In the screenshot it shows vncserver running.

OK, vncserver is running. You now need to start vncviewer which you installed on your pc. That will then ask for the host address and then after you enter that a password box will pop up. You then enter the password you used when you installed through putty. Probably the same password that is in view in the screenshot.
When that logs in you'll get a cmd promt to type wine utorrent.exe

Re read the tutorial, it does make sense

kill the vncserver: vncserver -kill :1
create new one: vncserver :1
if u forgot your password type: vncpasswd

what is WEBUI?
and where i need to extract it?

Webui is an extension to Utorrent, it allows remote control of Utorrent through a standard web browser. I believe it needs to be put in the Utorrent Folder.
