If they notice the IP, which they probably will, he'll be banned and the inviter will mostly be warned.

what happens if you get warned? cos my friend just got a 4 week warning..
it just means that there wil be no second warning .
i.e. any violation of the rules , and he will be banned

Once your friend is banned, it means his IP address has been blacklisted so even if he gets another invite and registers, chances are he will do more harm than good, not just on himself but the new inviter.
The best thing your friend can do at this point is to sit back a while (showing that he has learnt his lesson), and email a

The best thing your friend can do at this point is to sit back a while (showing that he has learnt his lesson), and email a sys admin after sometime asking for the disabled account to be re-enabled. That mail should sound really sincere.
