403 means IP range ban.
Try using another IP in a different range.
The tracker works just fine.

Any suggestions for how I can accept the invite I have been offered? I keep getting the 403 error as well yet I have never had an account there. I have a static IP address.

Try registering through a proxy (RevTT rules allow it, afaik), then go to the irc and try to get IP address unbanned. Though I don't know if admins will do it.
