Vice City Problem

The thing is..
Its not in .bin format, its in .rar format and when he extracted it, it comes in two folders.. CD1, and CD2, does he just convert these files into .bin format? and if yes, how to do it?

My ps2 cd of vice city it says error reading dvd !!!

i guess i will have to clean the cd !!

how do u recommend to clean it ?
