Means you can only download 1 particular file 1 time simultaniously.
    Example: Bruce.Almight.Camera

^^^ You download the above file from computer 1.
While thats going... you try downloading the same exact file from Computer2.

If you try downloading the same file more than once simultaniously youll get that error.
Where if you download 2 differant files from 2 differant computers you should be fine.

Maybe their peers table is messed up.

Check your userdetails page and see if it shows you seeding or leeching the same file your trying to download. Chances are it shows you seeding or leeching it there still if your having this error.

The cleanup is supposed to run every 15 minutes or so by default. Maybe they have theirs set a bit higher for some reason. Or maybe its just not cleaning up the peers table correctly the way its supposed to.

Yeah, the best explanation I can think of is that, the torrent that you disconnected from isn't flushed i.e. rSR thinks that you are still downloading it. Really, there's nothing you can do but wait until rSR flushes it, which as melvinmeow said should be done every 15 minutes or maybe more depending on their configuration.
