What do you already know how to do?
Which parts do you need help with?
If you've starting from scratch and have no knowledge then just forget the idea for a few months/years until you start learning the basics.

obviously not if he is whipping up a bittorrent tracker from scratch.
my guess is he has the torrentbits source code but he doesnt know how to customise it. from the looks of it your gonna need to learn css, php and html to edit the source properly.
