Graphics card problem?

Edit: Im a dumb ass. The problem with blue patches on the new graphics card was the fact i resized the background image while i had the old graphics card in.

As the old card caused blue patches, When i saved the image in photoshop, It added the lines in.

I changed the background and now they arent there.
