yeah i reported yesterday. use a proxy server to enter in the trakcer like you can found in proxy.org and for download in connection of utorrent activate a proxy server a socks server maybe.

reason ofuscation isnt work with our problems i cant use wikipedia

i will change isp and untill that use proxy.
