now ... if i want to share a mp3 file with my friend ... while creating the torrent file .... i put any announce url of any non-private tracker .. or is there any procedure to make ... ?

Probably fastest and easier way to share it is to upload it on example rapidshare,magaupload or any other free-hosting-service. After just send a link to your friend and he may download it without connection to your PC
But of you're going to use torrent, can't find easier way than you wrote...

Mininova is only an index AFAIK. They don't have their own tracker.
Use one of the ones you listed above. Some public trackers will allow you to just connect without uploading the torrent file, meaning you can send the torrent file in email to your friend and only be uploading to them. Some will need you to upload the torrent before you can start seeding.
If you have some webspace, you can run your own that requires no uploads if you can find a copy of Flippys Tracker 2. It's usually found in fbt2.rar

You could always try Pando, also.
Kind of like Rapidshare and Bittorrent mixed.
