Interactive Quiz CD-ROM HELP!!!

Hi, I really need your help for this. I would really like to create an interactive CD that has many quizzes for each subject. I would like something quite similar to this:

I have found many different pieces of software that allow flash tests to be created. Can I integrate these into a CD-ROM that does not open a browser witht he swf files? Is there an easier way?

people create quizzes in excel sometimes, they work pretty well...

other than that theres bound to be software out there designed for creating multiple choice tests and the like, but i've never tried to do that so i don't know any.
