It's meant to make your browser go all crazy and jump around the screen running away from you as you try to click on it. It's bloody annoying...though having NoScript helps

Press CTRL+Alt+DEL (Once*). This will display the task manager. Highlight and end the offending task.

* If you do this twice it will reboot your computer.(On most computers)
