none of them are $40

there's leeware,kimsufi,keyweb that come to mind. kimsufi only accepts certain countries.

I have heard of one called Tuzlo or something but not quite sure about the name and donno about the URL as well

ovh offers I think best servers for the price 30-40$

www.ovh.com - check this and you will see, unlimited bw, a lot of hdd space etc..
