If one didn't have the 10GB bonus and the following free leech, what.cd is certainly a bit more difficult to start out than your average tracker. I'm uploding a total of 200-500mb per day and that's okay for a music tracker, an even better way to get your ratio into gear would be uploading stuff yourself, as they allow application uploads that should be an easy thing to do.
But to the problem at hand: the only errors with the tracker have been a) an overloaded and thus unconnectable tracker and b) misleading values on the browse pages about seeders and leechers.
One big reason why you might see leechers on a torrent but are unable to connect/upload to them is that they are already finished with leeching. Especially with scene releases that you downloaded elsewhere and upload at what.cd it's easy to get 99.9% incompletes that will always show you as a leecher despite your intention to seed. The same is true for torrents that can be downloaded partially, take the what toolbox for example. It has 50+ leechers but most of them are probably incompletes as well.
Another issue are not connectable users. Even if you are connectable yourself it's highly unlikely that you'll be able to upload constantly to this peer and instead you are troubled with quite a few timeouts. In once case it did take me about three days for one album to finish
