Some help with lagnuages on WinXP

Hey.. I installed TinyXP Beast Edition onto my sow laptop. Now, I want Hebrew to be the default language for the non-unicode programs, but when I select Apply, it says that the system could not install the files to the specified locale, and that I should contact the system admin (course, my user is the admin user).

This is after installing all Hebrew language files. Tried it with and without the XP disc in it (the full one). What can be done now?

Hebrew has been ripped of this OS (not only Hebrew, a lot of stuff, that's why it's so damn tiny ^^)
