I would say most foreign trackers, despite being very hard to understand, have Incredible English content (SWEdvdr, NB, BH, etc etc). And you don't need to always know the language to be a contributing member of the tracker. As long as you keep & build a good ratio, upload torrents, and follow the rules it shouldn't matter what your main language is.
If your talking about more of a Community based tracker like FSC, iTS, or FTN it's more important then to know the language so you can use the forums and the tracker.
And to the OP, go to Google and search for either "swedish to english online translator" or "norwegian to english online translator." But beware, I've never seen a free online translator that was perfect - actually they're far from perfect. You won't get a 100% word for word translation, but you will get enough to be able to make an educated guess at most of the questions using your previous experience.
