I got a downloaded version of Windows XP on a disk and I'm thinking should i install it? Or can I even install? My specs are again..

    Intel Pentium 2 400mhz
    192mb sdram
    6gb hard drive

I currently have Windows 2000, I can't really tell you if it's fast or not but i think it's slow..... so will xp be really slow?

    Minmum System Requirments.

PC with 300 megahertz (MHz) or higher processor clock speed recommended; 233-MHz minimum required;* Intel Pentium/Celeron family, AMD K6/Athlon/Duron family, or compatible processor recommended
128 megabytes (MB) of RAM or higher recommended (64 MB minimum supported; may limit performance and some features)
1.5 gigabyte (GB) of available hard disk space.*
Super VGA (800 × 600) or higher resolution video adapter and monitor

I'd stick with 2000 if I was you.

2000 is a fine operating system. I don't see why an upgrade is necessary. I say stick with 2000 for now. Your computer can probably handle it but there is no dire need to switch. If you have a need to reformat your computer then maybe try switching, but don't go out of your way to do so.
