The thing is dear, women (and Lilmiss hit it on the nose) are not stupid, like men. Therefore, when a women sees you (at thirteen for Christ's sake) buying her a somewhat pricey necklace, the first thing they're going to think is "how quick can I ditch this ass, all he wants is to use me like he uses his fist."
I've seen a great deal more success with techniques like actually respecting her for more than a trophy.
You could try something as simple as greeting her every morning, and trying to reassign yourself to at least one (but not every) class that she's in. That way, she'll slowly come to notice you, which is what you want. Never force her to notice you. It may already be doomed, since you've already told her your intentions by giving her a pricy gift.
You may want to spend the rest of your life with this girl, but she probably does not. Nothing is ever mutual until a great deal of effort has been put into reshaping your feelings to match each other.
And you should also take it easy. You're only thirteen, life will never be as simple as it at your age. Enjoy your allowance, friends, cost-free room, and television/phone/internet service at no cost to you. It won't last forever.
