Is this not IE in uber secure mode?
Go and install firefox [http://getfirefox.com]
or learn how to disable all the security shite with internet explorer

COntrol Panel > Add/Remove Progs > Windows Components > IE suepr secuiry stuff.
Then you'll want to tweak the security level in IE.
