how create a file (.chm) or (.hlp)?

please I wish to create a File (.chm ) or ( hlp ) for the menu "HELP" of a project
( VB.Net) but I do not know how to make. Somebody told me to compile a (html) file how can it be done?

there is a software called easy chm.but I have never tried it. search this software in public trackers or in rapidshare
