You can get an express server at LW for 39 euro:

You should be able to max out your speeds full at either Vectoral or Leaseweb. But for the price you get better hardware and more HDD space at Leaseweb.

Because of the older hardware on the vectorals, you might have to limit your download speed to about 4mb/s. On the leasewebs they use SATA drive so you can let it fly a little faster!
