I heard you can get them from eMule.
Edit: Yeah, I found it, I don't know how many Service Packs there are, but this has SP4 integrated:

[dohtml]Microsoft_Windows_2000_Professional.SP4_Integrated-SAFEDiSK.ShareReactor.bin

Microsoft_Windows_2000_Professional.SP4_Integrated-SAFEDiSK.ShareReactor.cue

Microsoft_Windows_2000_Professional.SP4_Integrated-SAFEDiSK.ShareReactor.nfo[/dohtml]

Instructions are here, but first you require eMule, eMule Plus, eDonkey2000 or Shareaza.

This is the BIN not the ISO, but it really doesn't matter I suppose. B)
And ISO version has already been posted here.
