if you're changing partitions that contain no system files at all, PM can make the changes while Windows is still running.
if you need to change partitions that do contain system files (i.e. the C:\Windows folder, driver files that are currently in use, or a page file/"virtual memory" file), PM has to reboot the computer and make the changes before Windows finishes booting and loads its drivers & page files, etc.
