will torrent trackers ban me when i do that?

Chat with the staff in IRC and send them a support ticket/pm. Everything should then be ok.

You can also put that you are moving in your profile. Staff will probably see that when they view your profile.

And then, depending of the tracker, you´ll be watched to see if it´s true that moving thing or it´s a trade.
But if it´s something legit you have absolutely nothing to be afraid of, if you notify staff or like MM says, put a note in your profile.

I have dynamic IP, as long as your Host has not change and your country's Ip has Not change....should be okay
