hes saying a huge change in Ip address(not ISP) can get u banned at these sites .. Personally i dont believe that unless u simultaneously change all the other details also ...

I mean if I have to move to a another country (and my ISP+IP changes) I'm no more allowed to use BitMe.ORG? Sounds stupid to me.

I've heard that you can't change the email address at sites like this but never the IP.
A lot of people have dynamic IPs.. they change all the time, so that can't be the case.. And some ppl browse the site at home and at work.. that's two different IPs / ISPs right there..
I'm pretty sure it's just a change in email = banned
