Ok, currently i'm paying for a 30/10 connection, but the speeds i'm getting are more like these
(yes, i know i'm far away from the server, but i get the best speeds from this one)

Of course, this could be a problem with me living to far away from the exchange, but i don't think it is, as I used to have a 8/.8 connection from the same ISP and could usually 85%+ of my speeds.

On my ISP's webpage it says this
This offer cannot be utilized if a customers' installation address does not fall within our 30MB broadband service coverage area . 30M dedicated bandwidth refers to the NETVIGATOR network - from NETVIGATOR servers to customers' computers - which offers a maximum downstream speed of up to 30Mbps, and a maximum upstream speed of up to 10Mbps. Transmission speeds may be lower, subject to extraneous factors.

Is there anything I can do on my end to increase the speeds? or should I just call my up ISP and yell at them?
