I thought those two dots over the "U" were called ellipses' (ellipsi?) Just looked it up though and saw I was wrong.

Used to be a pretty good footy player.. Anyway, the symbols above the letters are there so that when reading, you know how to pronounce the letter (like, the surname isn't pronounced "Shoo-Koor", but rather something more like "Shoe-Kour", using the throat..).
