Slow Scroll After Windows Xp Reinstall

i recently reinstalled xp (not clean although minimal problems) My computer was fine before this, thogh now, when scrolling through a web site by clicking and holding the bar on the right of the screen to make the page go down, it goes EXTREMELY slow. When i opened ctrl alt delete, i saw that while i was scrolling, cpu usage went to 100%. when i stopped scrolling, it went all the way back down. Alsom the standby button in the shutdown menu is grayed out. It was not before reinstall. please help. thanks
