I open up System Information in Norton Systemworks, and it says that i have 23% utalized RAM, my total is 512, but it says i'm utilizing 23%. does that mean only 23 % is avaliable for use? or does that mean that running no programs at all takes up 23% of my ram?

It means that you have 77% of your RAM available for use.

Don't kid yourself, just turning on your comp you are running all sorts of programs.
