Block Users Who Don't Share

I keep my kazaa on 24 hrs for people to copy whatever files they want. I notice that a huge portion of the people who copy files don't share themselves. Does anyone know how to block these user's? My bandwith isn't large enough for everyone, and I'd prefer to only give access to those who also share files.

Any ideas?

you can't block them..........and how do you know they are not sharing?!?!?
