most of college campuses keep a really close tag on how much you download every week . So you can only browse and stuff like that

You can set it up through UDP tunneling, but you can only get 4 max connections, so speeds are atrocious.
Naix, my uni doesnt care how much I download, I can download terabytes from FTP or from HTTp, but 70MB torrent and theyll cut my internet.

but if let's say you don't want to get a seedbox ( the ISP is very good 100/100 ) what else can you do ?

Your best alternative is to use a DC++ hub on campus. Start one up with your friends if one doesn't exist. Remember to host off campus though. If you host on your PC, you probably would get shut down.
