I have 100 mbit too. If you wanna max it out, it will cost you.

Best choice is to go for Astraweb twice. Buy the 11$ two times and you get 40 connections which should be plenty to keep the download at a constant 10 MB/s ++.
I myself have only 1 Astraweb account and I usually get 8-9 MB/s, ranging from 7-11 MB/s.

20 connections should be enough to get pretty close to 100Mbit or even max it out but then I guess it depends on the route between the server and you.

Astraweb also has a European server so make sure to put that in your settings after you sign up. You can run a traceroute from them to you to see how clean your route is and if there are any hops that might cause trouble down the line:
