It's not anything you can GET, it's a procedure...
I think it usually entails flashing modem firmware or somthing...

basically, your isp puts a limit on your connection speed (a cap)
if you remove this cap (or at least increase it), you uncap your modem

most adsl/cable modems can handle up to about 8mbps down so in theory, you can have T1 connection speed for the same price as 512k...

however, in practise, it's rather difficult (near impossible) to get away with it...

"uncap"? is that a hardware thing? I dont see any caps on my modem ??

as mentioned above, it's usually a firmware change (basically software inside your modem)

do a google search for more info...
