Canot Open Exe File

I have downloaded an exe files several times with excellent being the file.
but can not open the file all I get is a dos screen blink, when I do it in command prompt it says I do not have enough memory for a file this size.
Is this a bad file or is there a way to open it. I would appreciate the help I am not a jerk that does not share files so if somone would help it would be appreciated.

Make sure they are not .bin or .iso files with the added exe extention.
The filename should be a giveaway.
