I think the bandwidth costs destroy the profitability for many providers. Offering unlimited or very high bandwidth limits is fine except when the servers become popular as seedboxes.
The server companies are already obligated to handle issues when they are on notice that infringement is occurring on their servers. The problem is underenforcement.
Same opinion here, I don't think people who uses a lot of bandwidth are very profitable for these companies. But they try to limit the consumption.
