If a movie file is 700mb, is it possible to burn it on a 700mb CD-R and have it play as a dvd on a dvd player or do I need to burn it on a dvd disc?

No. You can't burn your file to a CD and play as DVD!

Ok I've been able to figure out how to use ImgBurn and burn Video_Ts folder into a DVD and things been working great.

I got a movie file that is 7GB in size. Normally a full dvd is about 4gb but for some reason this one is 7gb and it's not a 2 disc one. It's a one disc file size. My DVD+R is only 4.7gb. How do people fit a 7gb size into a 4.7 gb dvd?

A single layer DVD is only 4.7GB. Dual (or Double) layer (or Side) DVD is 9.4GB.
You can use your normal DVD driver to read all most kind of DVD. To write dual layer (DL) DVD, you need a DVD driver which support write DL. DL DVDs are also more expensive.

    1. Yes.
    2. I do not think your DVD driver support dual layer DVD. I can not see "DVD+R DL" icon, like this:
You need to buy a new one.
