As far as I know (from reading through their BBS (Using Google Translate, naturally ), any member of the community can invite external members.

lisabritpop is right.Only stuffs in HDC can give invites.
Oct,1 is the National day of China.Some sites may open sign-up for celebration during this period( days before Oct,1).You can also try other Chinese HD trackers such as HDStar, and CHDBits .

BTW, I already have accounts at HDStar, CHDBits and CCFBits (this one's the best for me).
