Unfortunately I don't think you can. I never knew it applies to the SB forum, but I guess they use it to ward off waves of advertisers. Best bet is just to wait it out...

As to the thread starters question, it is to avoid the slews of advertisers who used to inundate the section with ads. You don't appear to have that on your agenda, so for the sake of good housekeeping, I'll manually promote you. Let me know if you have any further problems accessing that section.
