If the core is damaged on the gpu i would say no. If its just a matter of re soldering the components back on i would say yes. (if you had a very very good soldering iron tip and skills.)

it's also risking burning up your system mobo sometimes... the card may have a surge.

hes a dumbass also he pretty much said if you fix it he wants you to give it back and he'll refund your 25 dollars if he makes that much. so he is trying to sell you a piece of worthless plastic but if you fix it then he exopects you to sell it back to him for 25 dollars i wish i could kick him repeatedly in the head.
