can i make a better quality 4-pass movie with tmpgenc plus DV --> SVCD 4-pass VBR

if my encoding memory serves me right and it prolly doesnt....hehe
then when u do more pass's in variable encoding it goes thru the
scenes and selects lowest moving parts and puts low britrate, and
high scenes wit high britirate...
