Anyone Know Which Is The Best Mpeg Encoder?

Anyone know which is the best Mpeg Encoder to encode AVI to SVCD and i want it to be very fast encoder one. I don't want to used TMPGEnc cause i used that one before i want a different one. Hope to hear from you all soon.

i honestly cant remember if i got it off kazaa or emule....
yes it does well not ifo but vob files all you have to do is rename the ???.vob to ???.avi...........
