You might want to try Nero Visionexpress.
I just experimented with it and converted the file "Farscape 2 Cut Scenes.avi" directly into dvd-format.
At a glance there does not seem to be any quality loss (although I bet there is always quality loss in conversions).
However, I must warn you that the file I tried was only 28mb large. It would be interesting to hear of the result of a 700mb avi conversion...
And, by the way, for some reason you need directx9 to install visionexpress.

nero works great, FOR BURNING, it sucks ass as a encoder, even main concept is better than nero at encoding, and I don't like the blocklyness (is that a word) and pixelasation (not sure of that one either ) that main concept gives, best results use tmpgenc (slowest best settings)Originally posted by Loke the Lurker@4 November 2003 - 23:59

Hmmm, that might be true.
But is that experience based on fun moments with Nero or Nero visionexpress????
I have tried every thing, tmpgenc gives the best results, just use nero to BURN, thats what its made for, it just happens to encode
