    I have a friend who wants to edit an mpeg and add a voice over on it. Is this possible? Software? Cool thanks.

    Yeah, it possible, and there are many different editing programs that wil do it.

    Well, Right now I can't think of them all, but just look around, just about any video editing software, will let you add different soundtrack to a video.
