What does utorrent have anything to do with watching rars?
for an example lets say there is 50 rars in one movie, all you need is to set your client start download 1,2 and 3 ect.
Like this you can watch the actual movie even your dl is not completed.
Have you not read the first post? gtf0 wants to use uTorrent's streaming feature, instead of doing what you're mentioning (which by the way is seen as mild abuse of the protocol, since it skews piece availability towards the first ones).

Only if it has fully finished downloading, and even then uTorrent doesn't recognize RARs as streamable files.
