Yeah he is but this is a tournament for under-23s but he would have probably got included as one of the three over-age players was it not for the agreement struck up between the Team GB manager and managers from Premier League (where most of the British players play) that no one who played in Euro 2012 for England was to take part in the Olympics.

Also, the governing boards of Wales, Scotland and Northern Ireland didn't want their players to take part and some players pretended they were injured so they didn't have to play. Basically it's a team based on compromises and exists despite the best efforts of administrators determined to ruin it for the fan.
